基于改进的层次分析法沈阳经济区建设评价研究

摘    要
 21世纪的现在，经济区建设已经成为世界经济发展的主流战略，经济一体化无疑是带动区域经济腾飞和实现整体繁荣与共同富裕的重要措施。世界各国，无论是发达国家还是发展中国家为了在国际分工中占据较为有利的位置，纷纷依据地缘经济联合起来，以应对日益激烈的国际市场竞争，加速自身的经济发展，区域经济的在蓬勃发展，势不可挡。
 我国区域发展和区域增长也呈现一系列特点：第一，东部在继续保持投资、出口、第二产业强劲增长的拉动作用的同时，第三产业、城市群、收入从而消费出现高速增长态势，并成为经济增长新的三大动力，支柱产业正在发生微妙却富有重大意义的变化，上海提出打造先进制造业和现代服务业；江苏提出重点发展精密制造业和现代服务业。在上海、北京等东部中心城市，总部经济方兴未艾，创意产业又崭露头角。第二，以产业复兴为核心内容的东北振兴战略以不同于生态工程、资源开发并外输为核心内容的西部大开发，正在成为21世纪中国区域发展格局的又一亮点。第三，中部崛起战略的提出，我国区域政策呈东部率先、东北振兴、西部开发、中部崛起的格局。第四，东部继续处于各种要素集聚的极化阶段，但产业升级要求强烈，并推动部分产业向外转移，在资源、能源、环境、成本的多重因素作用下，邻近的中部省区江西、安徽等已经明显感觉到东部产业转移的浪潮。第五，重化工业呈现加速发展态势。第六，资源能源环境压力愈加突出，社会矛盾和公平发展成为公众普遍关注的话题。当然，东西部差距继续扩大也将是相当一段时间里难以消除的现象。
 沈阳经济区作为东北老工业基地的核心地位之重，必须突破各自为战、自我封锁的传统发展模式，谋求以区域整体优势提高城市综合竞争实力，这对东北繁荣振兴有着重要意义。本文将首先从经济区的提出，经济区的建设概述进行相关介绍，然后针对沈阳经济区的建设重点介绍。其次，本文对层次分析法也进行了详细介绍，包括层次分析法的概述、国内外发展现状以及层次分析法的优缺点等。第三，本文将基于改进的层次分析法对沈阳经济区进行评价研究，制定评价原则、建立评价体系及评价标准，对评价数据进行合理分析，最终将给出基于改进层次分析法的沈阳经济区建设评价模型。由此对沈阳经济区建设做出有效性评价结果，探究沈阳经济区发展，对沈阳经济区建设提出相应的意见和建议，促进经济区的经济增长并健康平稳发展，提高经济区的综合竞争力，带动实现东北老工业基地的发展目标。与此同时，本文在层次分析法的应用上也具有一定的创新性。
 经过对4个经济区的比较分析，从综合得分来看，我国区域经济发展差异显著，各地区的经济发展差异还是比较大的，经济实力较强和经济发展速度较快的地区主要分布在东部，南部沿海地区，而中西部、西北、西南地区各省的经济实力相对较弱，发展速度相对较慢。但是从影响经济发展水平的三个因子来看，西部地区亦有在某些方面高于东部地区的，如投入产出因子。在西部大开发和可持续发展战略的指导下，各省应找准自身在全国经济活力和三大因子活力中的位置，继续保持、发展自身的优势，同时制定相应的政策措施弥补自身的不足，以达到系统全面地提升经济发展水平的目的。

Abstract
 The 21st century now， the economic zone has become the mainstream of world economic development strategy， economic integration is driven to achieve regional economic growth and overall prosperity and the common prosperity of the important measures. Countries in the world， both developed and developing countries in international division of labor in order to occupy a more advantageous position， based on geo-economics have combined to cope with increasingly fierce competition in the international market and accelerate its own economic development， regional economic development in the booming irresistible.
 China's regional development and regional growth in a series of characteristics： first， the eastern part of the continued investment， exports， and the second strong industry growth， the tertiary industry， urban agglomeration， the income and thus consumption of high-speed growth， and to become new economic growth in the three major driving force， the pillar industry is full of subtle but significant changes in Shanghai to build advanced manufacturing and modern services； Jiangsu to focus on the development of precision manufacturing and modern services.  Shenyang Economic Zone as the old industrial bases in northeast of the central position of the weight， we must break through fragmentation， self-blockade of the traditional development model， seeking to improve the overall advantages to the regional competition in the city's comprehensive strength， which is northeast of great significance to the revitalization and prosperity. This article will first put forward from the economic zones， economic zones， introduced an overview of related， and then for the Shenyang Economic Zone focuses on the building. Secondly， this paper， AHP is also described in detail， including an overview of the level of analysis， the development of the status quo at home and abroad， as well as the advantages and disadvantages of AHP， such as. Third， this article will be based on improved analytic hierarchy process in Shenyang Economic Area to evaluate the research， the development of evaluation principles， the establishment of evaluation system and evaluation criteria for a reasonable evaluation of the data analysis will be given the final analysis based on improved levels of Shenyang Economic Zone Evaluation of model-building. This Shenyang Economic Zone of the building of the validity of evaluation results， to explore the development of economic zones in Shenyang， Shenyang Economic Zone for the construction of the corresponding comments and suggestions to promote the economic zone of the healthy and stable economic growth and development， to improve the economic competitiveness of our area to bring the old industrial bases in northeast of the development goals. At the same time， this paper， the application of AHP also has some innovative.
