The evolution of personnel policies about the old and the new Gui clique governing Guangxi from the perspectives of “Guangxi people administering Guangxi” to “The talent administering Guangxi”
Abstract
After the Wuchang Uprising, Guangxi is declared to be independent. The leader of Guangxi Lu Rong-Ting drives non-Guangxi membership, Shen Bing-Kun and Wang Zhi-Xiang, out of Guangxi under the banner of “Guangxi people administering Guangxi” label, and thus becomes the captaincy general of Guangxi. The old Gui clique with the leader Lu makes use of the concept of local and geographical sense, and draws in the old bureaucratic politicians of the old Gui clique to help him separate and dominate Guangxi. After the new Gui clique coming into power, employment policy, the leaders are determined to get rid of the thought of “Guangxi people administering Guangxi” and put forward the propositions of ”operating the New Deal, employing the new talent” and “dominating the world with the world people”, advocating “The capable administering Guangxi”. In that divided blockade era, it is very hard for the feudal warlord to advocate the personnel thought of “with the world people”, Practice the personnel policy of “The capable administering Guangxi”. Compared to the old Gui clique’s personnel thought of “Guangxi people administering Guangxi”, it is no doubt a historical progress. To some extent, it promotes the development of Guangxi society, the progress of culture, the Prosperity of economic, and rewards Guangxi the title of "model province". New Gui clique’s personnel policy and employment practice have a positive effect on the construction of today's Guangxi.
