Su Yuanchun,the chief commander of Guangxi, paid great attention to the talented persons, this is why he could obtain the success in politics and military. First, in the aspect of fostering the talented, he had “Mr Meng Chang,s customs that handed down from the past” extremely, raised the gentlemen in his family, and initially built up his own reservoir which kept the talented persons. At the same time,he set an example for the armed forces, valued study, implemented the gambling prohibition and brewed a good cultural atmosphere for his genenals to learn knowledge. And in the local place he established Tong Feng Institute, contributed money to repair the reservoir which kept books, built the library, developed education and fostered the talented persons. Second, in the aspect of distinguishing the talented persons, Su Yuanchun longed for the talented persons .He respected Liao Qingxi ,who had remarkable ability and wisdom,and hired Liao Qingxi repeatedly. Afterward he once more hired Chen Jia,who had no work and lived at home. Su Yuanchun encouraged Chen to created the way of close combats. As a result,Chen Jia won several wars between China and Fance. Moreover,he recognized Lu Rongting,who was a bandit chieftain and had good ability and wisdom,made the policy of offering amnesty to Lu Rongting for Qing Royal Government, induced Lu to step onto the stock rail and finally obtained the achievement of raising a warlord in southwest in modern times. This is advantageous in the stability of the frontier in southwest, and Su Yuanchun made the contribution for this. Finally, in the aspect of concrete personnel, Su Yuanchun could distinguishe the talented persons and assigned them properly,and successfully raised some generals who were well-known for a while such as the good border named Ma Shengzhi, the incorruptible official named Fan Yunti who defensed the border ,and so on.
